Thats not a safe setup, the idea of the dropped top triple clamp is so you can mount the upper higiher on the steerer? They have two steerer spacers above the top triple? Those stem bolts have alot of leverage on them at that length. What is the thinking here? many ways to solve this , but this is not correct.

Head angle/ BB height/ wheelbase is first priority. Raising the crown might require sliding the fork legs up too, which would steepen the head angle and shorten the wheelbase. Probably not something they want to do for VDS.

Bar height is number two. Yes, a riser bar would be a better option.

Going from a flat crown to a drop crown does not require to slide down the stanchions. You need a longer steerer tube though, so yes, I agree with the riser bar as the best solution.
