Thicker yes. Two layer no. If it is layered, it's three layers with the black being a mid layer and two similar silver layers on top, one on each side (see pic 17 - https://www.vitalmtb.com/photos/features/PIT-BITS-2021-WORLD-CHAMPS,134… - the silver bits go over the same carrier arms on both sides, so a black arm is black).

I just hope these are not aluminium sandwich rotors like Shimano does it... Those things are horrible, wear them out a bit too much and you have no brakes. Hopefully the 'thinner' part is just burned off with the laser here.
