They mentioned that insert I think on the 1st or 2nd episode of the syndicate episodes at the start of last year. Looks to be just an extra layer that lays across the rim bed and over the bead to provide a slightly softer edge to avoid pinches

look to the lower/right of the wheel there is some smooth rubbery/foamy looking thing in addition to the tire (which is wrapped on the right crank arm)
