The QA department inspects incoming products (first article inspections) to make sure they're all good. If they find a flaw, they'll communicate problems to the right departments and get them fixed.
These guys also play a big role in product testing, logging several hours on the bikes each week. Specialized actually has a website that testers log onto to report their ride time and feedback.
