Spray foam to fill the void between down tube & the downtube guard and the port where the cable goes in.

I'm guessing the cover for where the cables re-enter the frame cracked & split or the frame paint studio left it out of the box.

Imagine spending that much on a premium, carbon bike, only to have to resort to spray foam to keep the cables quiet.

I'm with @DNE87 - probably trying to dampen/silence a rattle from a rock/pebble that got into the frame.

Filling the frame with expando-foam. I've done that, just be careful how much 😬
