Peaty's wanted to make a better tool wrap. They found that many existing solutions were not good to work with on the trail, especially when things got wet and dirty outside. The strap would slip on the frame if you attempted to put it back wet, and the contents could end up ruined when soaked. They came up with a better solution: dissociate the strap from the pouch, and have them join together with Velcro. This means you no longer have to remove the strap itself from the frame, just undo one layer of the strap which holds the wrap itself. The strap stays in place thanks to a rubberized internal side.
