whats up w the spacing there? looks like the pads arent contacting the whole braking surface...

I've been finding myself also needing to do weirdo washer spacing on my brakes lately. Swapping from Sram to Hope back to Sram but keeping a Hope rotor has me doing irregular washer set up to get the pads in full contact with the rotor...

It might be that the pads lined up slightly low/inside on the rotor surface, and he spaced it up to make it contact on the uppermost/outside of the rotor. A little more leverage and power going out a bit? So long as the pads aren't over the top (which we can't really know from the photo) this might just be an optimized setup for power.
