is it because EWS isn't an UCI-sanctioned category like DH? mick, troy and jack are perfect nominees, but no sam hill is a strange one.

ALERT | 2017 Cycling Australia Awards finalists announced
Cycling Australia is pleased to announce all finalists for the 2017 Cycling Australia Awards.
The Awards, to be held on Friday 17 November in Melbourne, will culminate with the presentation of the Sir Hubert 'Oppy' Opperman Medal & Trophy to the 2017 Australian Cyclist of the Year.
New in 2017, the Gary West Coach of the Year Award honours the memory of Gary West who passed away earlier this year.
“Gary will always be remembered as one of the leading lights of the cycling community, and the naming of the award is a fitting acknowledgment of his contribution to the sport,” said Cycling Australia CEO Nicholas Green.
“Gary enjoyed enormous success on the international stage, both as an athlete and a coach and this Award will recognise a coach who like Gary, displays dedication and commitment to the sport, staff and athletes.”
Also announced on the night will be the winner of the JLT People's Choice Award, decided by thousands of votes from Australian fans who voted for their favourite cyclist of 2017.
The 2017 Subaru NRS champions in both the individual and teams classifications, the Australian Club Premiership, plus the Norm Gailey Trophy for Champion State will be recognised.
Plus, in celebration of the greats of our sport, the Class of 2017 will be inducted into the Cycling Australia Hall of Fame.

Whilst technically I think it is based on the Financial year ending in June, there is still reference to Word Champs so there is recent information available.
