Headset on dj bike won't tighten

The headset on my dirt jump bike won't tighten. I thought it might have been the star nut so I replaced that but it still won't tighten. What can I do?

No offense intended, but I have to ask, are you sure there are enough spacers on the steer tube? If you were trying to lower your stack height by removing a spacer, sometimes it looks fine but when you try to preload there's not quite enough there. Try throwing another on top and see if that helps. Also, check the bearings in the headset. Dirt jumpers take a lot of abuse and headset bearings don't last forever. Finally, Dirt jumpers take a lot of abuse. Check your frame to see if it's been ovalized.
