I don't think it is Needles.
Brendan and Needles have been friends for years and have often had extended trips to each others homes during the off season so I don't think we should read too much into that.
Also, for as long as I can remember Needles has always ridden Vans and rides the Vans Gravel for clip ins.
And the dude in the photo doesn't have such small legs. Look at his left calve muscle, I think the right one just looks small because of the angle.
Needles is properly skinny, hence the nickname.
Well, if his contract expires with december 31st (just an example) he has obligations to fulfil till that day, even if this means working till the end... And he still turns heads everywhere so would be stupid of SC not to use such resource till they can, even if he is leaving.
This pic is from the Windrock, TN race from back in February. In the first post on PB facebook page with the pic of someone signing for Scott Neko's local shop from PA made a comment about being pumped for him (the person signing). I would guess it's Neko. Weird to see him leave TWR after the season he had. Especially with no riders on the new Scott bikes having much success.

I posted it to show the calf/shoe and helmet comparison. That, combined with Moreland saying it's an American, it's pretty obvious that it's Neko.
Its fun to speculate for sure, but using a Helmet brand or esspecially shoes to point is weird to me, peoples sponsorship change with teams most times, only the big names seem to be able to pick and choose.
Bleinky would never wear XC style shoes DHing, hes a 5:10 man mostly so weird.
Im gonna say Scott are going hard out and its both Needles and Neko added to the team, Needles to maybe help Brendon again seems he needs a mentor to focus on racing, having fun might be fun but hes not getting results since he became a No1 team rider, which he made a big thing about a few years back to help him reach his potential, well thats not happened yet. Hope he can bring it in 2015 maybe take a leaf out of JoshBs book and train properly.
Neko for the future he would be good competition for Brandon right now considering hes had better results than Brandon esp last year.
Blienky on Norco with ER hopefully she is definitley racing next year

I know it has been said the KTM motorcycles is a different division but still?

I would say KTM/RedBull connection and that is why he got the bike.

Not sure if these are functioning forks. Notice that the gold writing on the stanchion is catching the light on the upper edges. This would suggest to me that the writing has a thickness and the surface isn't smooth, like it is vinyl stuck on. The lack of seals would also suggest this.
I am going to take a walk on the crazy side with no facts to back up this theory and say the rider not racing world cups this year is Aaron Gwin. Maybe he is not thrilled with the last few seasons, has an opportunity knocking in motorcross this year and wants to sit out some of the politics/restructuring that is going down at the big S. Heck they might even be looking to cut costs so much that they cut a deal to end his contract early. He might even get just enough of a deal to make an attempt at focusing only on World Champs while sitting out the World Cups. Don't forget the history of Specialized in DH. They can all of a sudden disappear from the scene entirely for a few years with little notice.

Not sure, Gwin is big game for every company. I doubt he will skip the WCs. My guess is that Cam Cole will stay this season racing in NZ.

I know there is rumours about Brosnan leaving Spesh and cuttings on the downhill side of the team. But they just spend a huge amount of time and money to develop and promote the new Demo. So wouldn't that be dumb to cut the downhill part just as their new bike gets out?

We went through that - probably he will be on SRAM/TLD which tends to use Spesh, so I believe he will stay with his current bike.

This leaves us with Sunn, KTM, GIANT, YT, INTENSE and Cole, Dale, Fearon, Needels, Beer...
Fearon is the only young upcoming rider (that would suit Giants statement)
