Esoteric hub question - Do you know of a 12mm solution like described below?

Long story medium, I am trying to source a hub solution for either 142mm or 148mm spacing and a 12mm axle, however, there is a caveat.

It needs to be able to secure itself (i.e., not a traditional thru-axle). 

In a perfect world, the hub would be bolt on like Hope SS/Trials hub, but it appears they only make this in 10x135mm.

Surly makes a through axle with a bolt, but I question its clamping power:

So, does any one know of a 12x142/148 bolt on hub, or thru-axle with nut provisions on both sides?

Could you use a through axle for a 150x12 frame and add a couple of washers to make it smaller?

I know Hadley still makes them.
